- Every review has a named chair, a standing agenda and a decision record.
- An ARC™ loop is scheduled: Assess → Refine → Commit, with a date.

- The Deck cadence calendar and minutes.
- The ARC™ record: what was analyzed, what was refined, what was recommitted.
