- Every element carries a measure pair: one leading, one lagging.
- Each measure has a source, a cadence and a target — no measure without arithmetic.
Evidence required
- The element sheet: thesis, owner, horizon, measure pair, baseline.
- Readiness status from Align™: Not Ready / Prepare / Align Candidate.
Owner: Element owner, reviewed by the executive team

Lagging measures only — the plan can be reported but not steered.

An element without a leading measure is not accepted onto the plan.
